Phase 1 master services agreements are under Bahamian law. PulseMDM is a multi-tenant SaaS for electric and water metering worldwide. COST_ALLOCATION tenants may not mark up utility pass-through units (kWh or m³). Remote disconnects follow medical-load locks, notice rules, and a 5% fleet circuit breaker.

The public service is available at https://pulsemdm.io (and www). The customer portal is at /portal. The staff ops desk is a separate authenticated surface.
